Position Responsibilities:
 
Reporting to the Vice President of Patient Experience, Health Integration & CNE, the Chief of Paramedic Services is accountable and responsible for the operation of the Paramedic Service that ensures compliance with all legislative and regulatory requirements.
 
  • Reports jointly to the County of Dufferin, as per the Performance Contract requirements.
  • Keeps the County of Dufferin and Vice President of Patient Experience, Health Integration & CNE informed on reportable situations and departmental needs.

 

Provides leadership and direction in the development, implementation and evaluation of the Department:
 
  • Develops and implements long and short-term strategic business and operational plans, defining goals, objectives and performance measures and ensures delivery of expected results.
  • Provides strategic leadership to deliver Paramedic services, this includes leading continuous evaluation, adjustment, and innovation.
  • Participates in strategic planning, community development, systems planning, policy planning in keeping with the Paramedic Services for the County of Dufferin.
  • Collaborates with personnel to establish departmental philosophy, objectives, and standards aligned with organizational mission, vision and values.
  • Leads the Paramedic Services in the development and administration of all programs within the Paramedic Program; ensures that information is communicated and operationalized at all staff levels.
  • Researches, prepares and reports information to the County of Dufferin and various community and hospital committees, agencies, and other stakeholders on program delivery, services, initiatives and related/current issues and trends.
  • From assessment and identification of problems and needs, implements planned changes and activities to improve the department in collaboration with the Vice President of Patient Experience, Health Integration and CNE.
  • Participates in the development of position descriptions, work assignments and schedules.

 

Develops and manages relationships with community, internal and external stakeholders, ensuring programs and services continue to support community interests, and plans and initiatives are implemented and managed:
 
  • Develops and maintains partnerships within the hospital, medical staff, other agencies, institutions, and professionals in the community in support of new and existing initiatives.
  • Ensures appropriate consultation with stakeholder groups/agencies (Fire Services, Police, Hospitals, Ministries, Public) by development of committees where appropriate.
  • Actively participates on internal and external bodies to ensure the County of Dufferin is current on progress in the field to ensure resilience of Paramedic response including natural disasters, pandemics, etc. Is a member of committees through the election or selection process.
  • Works with other emergency services (police, fire) to plan for future emergency service delivery and pursue opportunities for closer integration and alignment of emergency services and 911 response.
  • Acts rapidly and effectively, follows provincial and hospital policies and procedures in any emergency situation, and utilizes principles of management in any emergency situation.
  • Works in close liaison to maintain good working relationships with all Departments, through meetings or contact with staff, patients and families, Hospital Auxiliary, volunteers, partner agencies and County Staff.
  • Develops and maintains appropriate relationships through a network of peers in other health care facilities and professional associations.
  • Serves as a resource in technical and professional matters for personnel.

 

Accountable for medium to long range people resource planning, determining ideal organizational structures, fostering a supportive culture, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results:
 
  • Communicates effectively through verbal and written reports as necessary or deemed appropriate.
  • Collaborates and working as a member of the Department Head team, enables results with the organizations People strategy to foster employee engagement.
  • Building a strong and supportive workplace culture, in alignment with the staff engagement goals of the People strategy.
  • Oversees to ensure employee performance, career development and succession planning activities ensuring open and transparent metrics and processes are developed and implemented and opportunities are created to facilitate employee growth and development.
  • Completes on a timely basis, completes individual performance goals and Employee Performance Appraisals to ensure efficiency and competence to practice to the standard requirements of Ontario.
  • Ensures focus is service excellence, effective communication between leaders and employees, transparency, innovation and data integrity and workflow integration.
  • Ensures staff are connected to corporate priorities and directions and has the information and resources to make successful plans and decisions.
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, maintained and integrated into all aspects of planning and decision making within the operating unit.
  • Ensures the competency and performance of the Internal Responsibility System within their department is achieved and maintained.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues are aligned to HR and Corporate standards and practices.

 

Develops, manages and administers annual and multi-year Capital and Operating budgets for the department, ensuring financial transparency and accountability, budget adherence, identifying and explaining variances and financial reporting is effectively managed in compliance with financial policies:
 
  • Demonstrates a commitment to the excellence of service and patient care within the approved budget.
  • The provision of leadership to the personnel in the Department, under this position to ensure contribution to a dynamic, ever-changing organization in a climate of collaborative participation and flexibility.
  • Demonstrates management and interpersonal skills.
  • Demonstrates evidence of labour harmony through collaborative and flexible administration of the various collective agreements to ensure no violations. Promotes harmonious relationships and favourable attitudes among the health care team.
  • Demonstrates evidence of promotion of the Corporation’s safety standards, Fire and Disaster and Infection Prevention and Control Programs.
  • Promotes the Quality Service/Risk Program, actively identifying and mitigating potential risks to patient safety and service quality.
  • Facilitates staff development through provision of in-service and educational opportunities, fostering a culture of continuous learning and professional growth.
  • Plans the budget for the department based upon call volume, activity, objectives and other workload measures and once approved, administers same. Reviews the budget performance on a monthly basis.
  • Participates in County budget process including meetings with County staff, Council committees and Council providing information and answering questions as required.

 

Establishes operating and administrative policies and practices for the programs of responsibility ensuring alignment with Ministry of Health requirements, regulatory and professional standards, the policies established by the County of Dufferin and Headwaters Health Care Centre:
 
  • Defines operational standards, policies and procedures for the division, ensuring policies, practices and operating manuals are current and reflect recent regulatory/legislative components and ensures appropriate revisions and approvals in place every 3 years.
  • Maintains a culture of CQI and accountability (Accreditation, etc.)
  • Holds self and staff accountable for the delivery of high quality, safe patient care.
  • Manages program and service changes initiatives, facilitating assessments of existing service delivery, promoting and directing new strategies for delivery, developing and implementing business plans, and capitalizing on the skills of managers and staff within the division while meeting the requirements of the various standards for service delivery and financial management.
  • Explores new initiatives, preparing and submitting proposals to County of Dufferin and appropriate funding sources for approval (Ontario Health, Provincial Ministries)
  • Strategically plans personnel allocation to ensure optimal patient care delivery, adjusting staffing levels and assignments as needed.
  • Oversees recruitment, promotion, and dismissal processes for Paramedic Personnel in consultation with the Vice President of Patient Experience, Health Integration & CNE.
  • Identifies the need for and ensures the maintenance of records of Paramedic Personnel, as determined by the policy of the organization and relevant legislation.
  • Plans the delivery of emergency patient care and identifies problems and any need for improvements.
  • Conducts regular departmental rounds to evaluate operational effectiveness and identify opportunities for enhancement.
  • Interprets, supports, and recommends administrative and paramedic service policies and procedures for employees, and ensures compliance.
  • Participates and contributes to the organization of quality service and risk programs.
  • Participates in Infection Prevention and Control Committee activities as required.
  • Participates in the provision of in-service education programs related to the paramedic department.
  • Ensures the control and safekeeping of drugs and appropriate recording.
  • Develops, reviews and revises all policies and procedures for the Paramedic Service every 3 years or annually as required.
  • Promotes ways to solve problems and make improvements in the delivery of patient care.
  • Ensure completion of charting of all patient care and service to ensure legal practice, safe care and maintenance of the confidentiality of the content of patient records.
  • Ensures the availability and maintenance of supplies and patient ready equipment.
  • Implements activities which assure promotion of the Quality Services Risk Program.
  • Evaluates activities to improve operation of the department and evaluates the effectiveness of problem-solving techniques and approaches.
  • Evaluates orientation policies and procedures and recommends revisions.
  • Evaluates emergencies and any hospital disaster and recommends revisions in policies and procedures and/or need for improvement in employee or organizational performance.
  • Evaluates in-service education programs.
  • Evaluates changing awareness of new developments and technological changes and evolving needs of patients and community.
  • Participates in patient safety initiatives and takes action to address unsafe conditions and procedures to ensure a healthy and safe environment.

 

Other Duties as Required:
 
  • Conforms to hospital dress code.
  • Performs all Deputy Chief duties in his/her absence.
  • Participates in on-call responsibilities as assigned.

Qualifications:
 
  • Graduate from an accredited College in Ambulance and Emergency Care.
  • Direct experience in the delivery of Emergency Medical Services is required.
  • Bachelors degree in a health related field required, Master’s preferred.
  • In -depth knowledge of Paramedic operations in Ontario.
  • A minimum five (5) years’ experience in a senior leadership position of a Paramedic Service.
  • Up-to-date knowledge of relevant legislation and regulations by the Emergency Health Services Branch of the Ministry of Health.
  • Demonstrated knowledge of Province of Ontario Ambulance System as well as Canadian and International emergency health service systems.
  • Knowledge of the relevant Acts and Regulations that govern this role’s responsibilities.
  • Effective management skills in personnel, supplies and equipment.
  • Able to promote teamwork with physicians, nurses and personnel of other departments.
  • Excellent communication skills with patients, families, and colleagues.
  • Commitment to ongoing professional development through additional courses and educational conferences.
