We are looking for an Interim Manager, to work with our Pharmacy Department to help us continue in our mission to serve our community with Kindness,  Accountability, Respect, and Teamwork.

 
Position Responsibilities: 
 

Reporting to the Director, Clinical Support Programs, the Manager of Pharmacy is accountable and responsible for the effective and efficient operation of the pharmacy program.

 

The Manager is responsible for providing leadership and direction for the operations, management, utilization, risk management and quality improvement within the pharmacy program. The Manager is accountable for efficient, effective utilization of approved physical, financial and human resources; for guiding and coordinating activities of the area in accordance with professional standards and supporting the goals and strategic direction of Headwaters Health Care Centre.

 
Planning
  • Plans the number and level of personnel needed to provide quality patient care and adjusts staffing and budgets appropriately.
  • Plans the requirements for recruitment, promotion, and dismissal of personnel in consultation with the Program Director and Human Resources.
  • Plans the delivery of services for patient care and identifies problems and any need for improvements.
  • Assures the organizational approach that is focused and facilitates team collaboration and continuance of the Interprofessional Model of Care.
  • Plans the budget in consultation with Program Director based upon patient needs, objectives, and other workload measures and once approved, administers same.
  • Works with community partners to ensure the provision of timely care to meet the needs of the patient.
  • Support the clinical teams to manage risks, incidents, family/client complaints and discharge planning.

 

Organizing
  • Participates with personnel in the development of written philosophy, objectives, and standards compatible with the vision, values, and mission of the organization.
  • Sets plan for personal objectives that align to organizational goals.
  • Determines the orientation needs of staff and coordinates the orientation program in conjunction with the service team.
  • Ensures appropriate work schedules are developed and maintained.
  • Promotes ways to solve problems and make improvements in the delivery of patient care.
  • Implements activities that assure promotion of quality, patient safety & risk management.
  • Participation in the on-call responsibilities for the organization as assigned may be required.

 

Leading
  • Assists the service team in using the performance appraisal program to evaluate and improve the performance of staff members and outcomes for client.
  • Supports the professional development of staff including the provision of educational programs and participation in continuing education sessions.
  • Promotes Headwaters’ strategic objectives.
  • Assess and identify challenges within the department and develops and implements strategies for improvement.
  • Ensures that standards (accreditation, pharmacy practices, etc.) are implemented and monitored.
  • Accountable for delivery of quality patient care.
  • Leads by example by following hospital policies and procedures in a safe and efficient manner.
  • Acts rapidly and effectively, follows hospital policies and procedures in any emergency, and utilizes principles of management in any emergency situation.
  • Promotes harmonious relationships and favourable attitudes among the health care team in alignment with our standards and behaviours.
  • Interprets, supports, and recommends policies and procedures for employees, and ensures compliance.
  • Directs team members in the implementation of Standards of Practice and ensures that appropriate standards are met which leads to positive patient outcomes.
  • Maintains a presence wherever the services are provided across the corporation.
  • Provides overall delegation of and support to, student programs assigned to the area and enlists the participation of staff in student preceptorship programs.
  • Chairs the Medication Management Committee
  • Participates in Committee activities as required.
  • Supports the professional development of staff including the provision of educational programs and participation in continuing education sessions.
  • Provides leadership to the patient care team o ensure patient/family focused care within a coordinated integrated care planning model of care delivery through the development of integrated care maps based on practice guidelines.
  • Acts as a resource to the team through clinical expertise and knowledge base related pharmacy best practices. Assists in day-to-day problem solving within and across the services.
  • Ensures patient and family feedback is followed up on and develops and implements action plans accordingly

 

Accountability
  • Accountable for departmental compliance to relevant legislation including the Ontario College of Pharmacists hospital standards.
  • Accountable for documentation and inventory control records, inclusive of drug stock.
  • Identifies and makes recommendations to the clinical teams regarding safe and effective use of medications.
  • Determines the appropriate resource requirements to meet the needs of the service through appropriate benchmarking & utilization management.
  • Participates with the Director to develop corresponding operating (staffing, drugs) and capital budgets.
  • Ensure staff safety as per Occupational Health & Safety policies & procedures.
  • Evaluates personal objectives and determines need for revision and develops new objectives.
  • Evaluates activities to improve operation of the department and evaluates the effectiveness of problem-solving techniques and approaches.
  • Evaluates the achievement of the department's objectives in collaboration with the Program Director.
  • Develops reviews and revises policies and procedures for the respective services on an annual basis with approval of the Program Director. Formulates, implements, and evaluates medication policies and procedures.
  • Evaluates orientation policies and procedures and recommends revisions.
  • Evaluates in-service education programs.
  • Evaluates new developments and technological changes and evolving needs of patients and community.
  • Evaluates appropriate opportunities for participation in research or projects desirable and appropriate for the organization.
  • Assists the team to develop, maintain and assume overall responsibility for continuous quality improvement, utilization management and risk management activities, including implementation of standards and tracking mechanisms
  • Participates in patient safety initiatives and takes action to address unsafe conditions and procedures to ensure a healthy and safe environment.
  • Promotes an environment that encourages and supports change using change management theory
  • All employees of Headwaters Health Care Centre are responsible to contribute to a transparent culture of patient and staff safety by adhering to and abiding by patient and staff safety policies and procedures set by Headwaters.
  • Support the provision of a safe & effective drug distribution system integrated with clinical pharmacy services.
  • Ensures compliance within accepted standards and relevant legislation (Ontario College of Pharmacists, Canadian Council on Health Facilities Accreditation, Canadian Society of Hospital Pharmacists, Food and Drug Act, Health Disciplines Act, Public Hospitals Act, etc.).
  • Support clinical care when drug prescribing appears to be inappropriate. Assists the physician in the selection of alternate therapy.
  • Maintains current information on Federal and Provincial laws pertaining to drugs and drug handling and keeps Administration properly informed.
  • Accountable for all narcotic and controlled drugs and maintains a perpetual inventory of them.
  • Ensures compliance with National Association of Pharmacy Regulatory Authorities (NAPRA) standards for compounding of hazardous sterile and non-sterile preparations.
  • Provides ongoing drug cost and drug utilization to medical staff to ensure rational, economic prescribing, and compliance with cost containment strategies
  • Prepares and dispenses chemotherapy drugs as required.
  • Performs other related duties as required.
  • Maintains professional competence in the pharmaceutical field and in hospital pharmacy management.
  • Accountable for a drug formulary (list of drugs approved for use within the Corporation) that ensure drug prescribing at reasonable cost. This occurs with input from the Medication Management Committee. 

 

Qualifications:
  • Must be registered as a Pharmacist with the Ontario College of Pharmacists and in good standing
  • PharmD (required)
  • Leadership Certification or training an asset
  • Minimum of 5 years of clinical experience in acute care with strong experience a community-based hospital
  • Minimum of 3 years’ recent management/leadership experience in an acute care setting
  • Demonstrated ability to plan collaboratively to meet program specific performance measures
  • Proven leadership/management skills including strong human resources, labor relations, quality management, change management and utilization management skills.
  • Exceptional analytical and information-seeking skills that contribute to effective decision-making and strategic planning and execution of action plans that deliver results and motivate individuals for greater performance excellence
  • Ability to work with a diverse stakeholder group with demonstrated facilitating and coaching clinical areas on change initiatives. Self-directed, courageous, and highly motivated with excellent interpersonal and communication skill
  • Experience managing competing demands in a fast-paced, multi-disciplinary health care environment
  • Proven risk management strategies
  • Experienced in the LEAN philosophy an asset
  • Ability to respond to many simultaneous/competing demands from patients, families, staff, physicians, and other programs and departments
  • Demonstrated ability to work in a self-directed environment as well as in a team environment
  • Possesses strong and effective communication and team-building skills and use them successfully to motivate and engage staff.
  • Established reputation as a consultative, collaborative, coaching and/or mentoring style of leadership.
  • Excellent critical thinking, problem solving and change management skills.
  • Evidence of effective communication and conflict resolution skills with the ability to develop positive working relationships with all stakeholders promoting collective problem-solving approaches.
  • Excellent interpersonal skills with a strong orientation to staff development and staff empowerment.
  • Experience at forging partnerships with stakeholders from across the spectrum of health care enables you to see the “big picture” and anticipate opportunities that continually lead to best-in-class patient care.
  • Experience leading departments through Accreditation Canada surveys an asset
  • Knowledge and understanding of employer responsibilities in accordance with the applicable collective agreements, occupational health & safety, infection prevention and control, and risk management.
 
Hours of Work: 37.5 hours per week; Monday - Friday

Hiring Salary Range: Compensation is commensurate with experience.
